To undertake the installation of the “Mario Luis Romero Torrent” prototype on the Plocan test bench within the schedules set by the H2020 SME Instrument “ELISA” and H2020 LC3 “ELICAN” programmes, its treatment as a complete production installation was required as per article 21 of the electrical sector law and Law 21/2013, 9 December, on environmental assessment.
For environmental purposes, the project was submitted to the simplified environmental impact assessment procedure as per Law 21/2013, 9 December, on environmental assessment, in section h of group 4 in annex II, referring to “Installations for producing power in the sea.”
The project involves the installation of a single generator and its connection cable. It develops a new solution based on gravity foundations and includes a self-installable telescopic tower with the turbine, fully installed in a folded configuration on land which is then towed to the Plocan area. It requires no foundation work, filling, dredging or disposal of materials at sea. With a system of protection against scouring, a pioneering system was chosen with bags of unused tyres that will be subjected to environmental tracking and monitoring during the prototype’s operational phase.
There are no environmental limits due to the lack of species subject to some type of protection in the installation area (Canary Islands Natural Spaces System and Natura 2000), nor due to the presence of sensitive or protected species, of historic archaeological heritage value or existing uses (fishing, aquiculture, recreational, etc).
After adopting all the preventive and corrective measures defined in the project, all the impacts in the installation, operation and de-installation phases are negligable or beneficial.
